2017 : accounting training in Algeria

The CIARA (Collective of Initiation and Aid to Research Activities) is in partnership with AFAC (French Association of Friends of CIARA) which provides it with both human resources (volunteers from France) and financial (grants and resources from corporate donations ...). Without finding the volunteers internally, AFAC contacted AVe to set up the mission. AFAC is represented by Philippe PASSERAT (living in Lyon - France) who introduced me to the site and supported me throughout the first stay.

Excellent welcome received from both Philippe Passerat and CIARA (former hospice originally held by nuns), the site is currently managed by the Jesuits (2 are present on the site : Joseph RIVAT who serves as Director and Lucien DESCOFFRES, Studies director).

The CIARA welcomes two categories of trainees (more than 600 per year) either in Trades training (young people without qualifications from all over Algeria - mostly housed and fed for free), or in Communication training (young graduates in training deepening -accounting-marketing ...).

First period : March 5 to March 10

After a period of observation and discussion from March 5 to 10, 2016 (with managers and trainers), it was decided to set up a training program entitled "School-site" .
Therefore, this first mission consisted in developing this project intended to become operational within CIARA. This "School-site" project will be done over 3
periods of 6 to 10 weeks with presence on site the first and last week of each period plus remote monitoring.

Main objective : professionalization thanks to cost accounting training of the young graduates by putting them in a real management situation with relative autonomy.

Actions to be done :

  • Analyse the organizational situation and define management needs
  • Understand the structure of existing databases and update them.
  • Calculate partial and complete costs,
  • Develop summary tables : definition of operations to be carried out for these actions
  • Establish provisional activity budgets. Realization schedules. Definition of physical and human needs. Carry out performance checks.

Concrete axpected results :

  • Written description of the organization. Details of functions and tasks. Definition of the indicators necessary for the implementation of management control.
  • Development of analysis tables in spreadsheet format. Description of the variables used and of coding. Update of existing tables and calculation formulas.
  • Construction of models : budgets, forecasts, training planning, information on databases and publication of results. Information flow diagram thus obtained.

Second period : April 15 to April 21

My presence on site was renewed from April 15 to 21 for the launch of the operation.
I quickly trained the 6 selected trainees in the principles of cost accounting and we defined with them and in agreement with the Management the objectives sought, the work to be carried out and the operating methods of the group.
The trainees, quickly reduced to 5, operated in relative autonomy for 4 weeks with the occasional presence of an outside volunteer, and of course a relay at the Center.
Regular contacts by messaging and videoconferences (3 in total), allowed me to follow the progress of the site.
Due to local constraints (Ramadan among others), the total duration of the mission and therefore of the training has been reduced to 6 weeks.

Third period: May 20 to May 26

The purpose of my presence in Algiers was to help the trainees to complete their work and prepare their presentation to the management of the Center and to the trainers.
The mission took place in an excellent climate of relations, both with the Management and with the trainees.
In addition, some of them have done a remarkable work which should benefit them as well as for the Center.
